The Times of India Nov 14, 2018

The Ludhiana Municipal Corporation officials sealed a lab of DMC Hospital on Tuesday afternoon only to de-seal within four hours.

The lab belongs to hospital.Officials claimed that the de-sealing was done because samples of some patients were left in the lab and hospital authorities also gave their undertaking to get the lab regularised. However, sources revealed that officials opened the lab under political pressure. The lab was established in a residential premises without getting change of land use.

Moreover, in this area, CLU is not allowed because it is a complete residential scheme. However, the officials had to open the seal in the evening within 4 hours. When contacted, Ludhiana commissioner KP Brar said, "We got the undertaking from the hospital authorities and a personal assurance of depositing due fee/fine so opened the lab and moreover it is a facility for patients." Notably, a complaint has been filed by RTI activist Rohit Sabharwal that hospital authorities have clubbed adjoining residential plots into hospital for commercial purposes and the corporation had served notices to them as well.
